Budget 2025: the speculation will soon come to an end

Weeks of speculation over the content of the Budget will soon come to an end, enabling financial advisers to work with their clients to make and refine plans based on facts, rather than rumours. Most of us have grown accustomed to life in the era of consumer testing; from passing through airport security to logging out of our online banking to using an automated checkout at a supermarket, scarcely a day passes when we are not asked by businesses and public sector organisations for our opinions on products or services.

But rarely in the history of so-called “fiscal events” have the views of the British people been so enthusiastically sought – and the public’s reaction so carefully analysed and considered by the Government – as in the run-up to the 2025 Budget.

The extent of the “kite-flying” of potential policy announcements in the weeks leading up to Budget Day has been, commentators generally agree, exceptional. At various points, speculation in the media has been rife that pensions, incomes and property would all be subject to new or increased levels of taxation, only for further information to emerge, suggesting that policy ideas that had apparently been under consideration had, in fact, been ditched before they ever saw the light of day.

Plans based on facts, not speculation
